Board of Trustees Minutes
March 19, 2019
Present: President Cindy Whitmore, JoAnn Young, Don Lashomb, Samantha MacDonald, Nicole Curry, Library Director Susan (Kate) Kosier, Nancy Russell, Ted Tate, Greg Axel-Lute.
The meeting was called to order at 6:03 pm by President Cindy Whitmore.
No Friends of the Library Report this month since Marilyn is not present.
Ted Tate praised Kate for her work over the past year, calling particular attention to the Page Turner and the reading programs for children. He also praised the Board for hiring her.
“Library looks great” comment in the Suggestions box.
Minutes of the previous meeting were approved: Motion by Don, seconded by JoAnn.
Chief Financial Officer’s report: Nancy and Kate have been working on financial reports, several of which are now available. She’ll start doing payroll in the next couple months. NCLS Annual Report was filed. State audit report. She has her hours recorded and will send us a bill; we will pay her through general funds, not payroll.
Report of the Library Director was accepted.
Facility has been updated. Janelle from Brodart has been out of the country, but when she returns she’ll give us an estimate on new shelves.
Don and Kate are concerned about banking safety in the wake of the Lion’s Club losing a great deal of money when their Community Bank account was hacked. Apparently Community Bank will only provide a full refund on fraudulent charges if the activity is caught within 48 hours. Members of the Board say that the best course of action is for either Kate or Nancy to check our account every 24 hours. This may be difficult during the weekends. Kate will contact Community Bank in regards to our protection and get something from them in writing.
Updates to trustees manual:
Fines are at Kate’s discretion (often they are waved, but repeat offenders who abuse the system should be charged).
We will amend the manual to state that patrons will not be charged for replacement library cards (since they are free from NCLS anyway).
Emergency closings: We will change the rules so that the library does not always have to close when the school closes due to bad weather. Should director still be paid if there is an emergency closing due to bad weather? We will think about this for next time.
There will be updates to the list of holidays, the hours, and the AV equipment.
The library website needs to be updated, particularly the library policies, which do not display well. The hours have been updated.
This week’s Bargain Hunter ad, which advertised the cooking program, did not have the hours, address, or library symbol. Kate was already aware of this and it will be rectified.
Roger Backus will build us a new rolling wooden bookshelf for $200. Motion by JoAnn, seconded by Samantha. Vote passes.
Sue and Dan Heneka are offering to donate a 50-inch plasma TV. It would be placed in children’s room, mounted on wall. Showing movies on this TV would help us eliminate accessibility concerns, if necessary. Board approves the idea. The accompanying DVD player would not be usually connected. We will request permission from the Town to place a mount onto the wall.
Summer band suggestions: New Horizons band, Matoon Creek Band from Gouverneur, and Becky McCormick’s son Tom.
Nicole Curry is our new Trustee. List of Trustees in the Handbook was brought up to date, and reads as follows:

Nancy Russell is our Chief Financial Officer. She, President Cindy Whitmore, Secretary Don Lashomb, and Library Director Susan (Kate) Kosior will have their names as authorized signers on our accounts at Community Bank and SeaComm.
